The European eIDAS regulation has been revised in several areas, including trust services. In 2025, four new trust services were added to complement those implemented in the initial version of the regulation. These services are:
- Qualified electronic archiving,
- Qualified electronic ledgers,
- Electronic attestation of attributes,
- Management of remote electronic signature and seal creation devices.
Trust Service Providers (TSPs) are referenced on a European list known as the 'Trusted List'. This list is accessible at the following address: https://eidas.ec.europa.eu/efda/trust-services/browse/eidas/tls
The list allows you to verify the qualified trust service providers for each European country. For a given country, the list includes the specific services for which each provider has been qualified. To verify if a provider in a specific country is able to provide the qualified electronic archiving service, you must check that the service code "QArc" is mentioned in the list of services offered by that provider.
For example, for the qualified electronic archiving service, the code is "QArc". For the electronic signature preservation service, the code is "QPres for Esig". If you are wondering whether a TSP is qualified for a particular service, look closely at the specific type of qualification obtained. Just because a provider appears on the list does not mean they are qualified to provide all eIDAS qualified services
